NGO responses to climate change vulnerability in China

Abstract

Despite the opening-up of the policymaking processes and the rise of environmental activism, civil society actors are “less than junior partners” in contrast with state agencies in China’s climate politics. The Chinese state sets the primary tone for climate change-related policies and narrative-making. For instance, on climate justice, the Chinese state has always focused on inter-state disparities and the North–South divide at the global level. In recent years, Chinese non-governmental organisations (NGOs) have attempted to introduce alternative perspectives on climate justice that differ from the official rhetoric and instead highlight uneven climate impact within China; however, such voices on climate justice advocated by NGOs so far have received minimal public attention
