The myth of empowering the poor through tourism – time to fess up?

Abstract

Tourism in developing countries has been heralded as an appropriate strategy to develop poor destination communities. This is in contrast to its often criticized negative impacts on resource-poor areas of the world, including a lack of promised benefits. If people's well-being and health have not improved appreciably after being developed, empowered and allowed to participate in their improvement, the question must be asked: why not? This article examines actuality and practicality of community development, empowerment and participation related to health and to tourism, the core concepts of interest. Regardless of the rhetoric, local people are still excluded from making decisions about their own well-being when it comes to tourism projects at their doorsteps.
