Is a regional refugee protection regime still relevant

The international refugee protection regime (IRPR) which is based on the evolution of the international refugee law (IRL) has been the cornerstone of the international protection for refugees, asylum seekers, and people of concerns. This global framework has become an international norm for states to abide to when it comes to refugee protection. However, there are some problems in implementing the strict application of IRL. At the same time, there have been a number of attempts by regional bodies to expand the existing framework to encompass those who fall outside the conventional protection system. This paper aims to clarify existing problems in the IRPR as well as explains the ways in which regional refugee protection regimes have filled the gaps by the IRPR. By discussing favorable conditions for certain aspects of refugee protection, the paper answers the questions why returning to focus on regional refugee protection regimes matters as much as our focus on IRPR.
